Minutes  –Meeting June 4, 2009   11:00 am

Commissioner John Brennan called the meeting to order at 11am.  

Roll Call by Secretary Bill Fulton:  Commissioner John Brennan, Commissioner John Camardo and Commissioner Jack Hardy. Also present Corporation Counsel John Rossi and Deputy Police Chief Tom Murphy.

Approve minutes of meeting held on May 7, 2009.   Commis. Camardo motion to approve. Hardy 2nd. Motion carried 3-0.

·       Attached request from Police Chief Gary Giannotta and City Manager Mark Palesh to consider ordering a new Police Officer exam to be given in 2009.

Murphy:  Reviewed the attached synopsis of the police officer test that was given in November 2007. Since then we have hired 2 new police officers, 3 offers were given but one gentlemen is facing deployment with the National Guard,
Commis Brennan: My question is what is the matter with the 80’s?
Murphy: Well we had a hard time with the last group of backgrounds. Not sure if we can get to the 80’s w/ out disqualifications.
Commis Brennan: It just sends a bad message. If you don’t get a 90 you wont be hired.  I wonder how many officers are on the force now that do a great job were hired with 80’s.
Murphy:  I don’t have that information.
Camardo:  We seem to have this discussion every time we get to the 80’s. 80’s seem to be the cut off.  If we ask for the exam and advertise that 70 is passing then we need to consider those scores. Why can’t we consider those?
Murphy:  When we get down to the lower grades we lose a lot of people.
Camardo: But there are 37 candidates that have been discounted they have not even been tried to be reached yet.
Brennan:  In order for us to have an exam in November we need to order this month.  I would like to suggest that we order the exam, and not vote on this until September. That gives us time to review the list and see who is interested.
Murphy:  The chiefs & I stand is that we may not even get to the 80’s because of the 85’s that are still on the list.  We have a federal grant that allows us to hire three.
Camardo:  If we have just grounds we can disqualify.  I want to make sure everyone is being treated fairly – even the people that did not score in the higher grades.

Murphy: We understand. I want to double check about the grant with Lieutenant Butler and see how long we have.  Can we canvass the list and see how many people are still interested in this job?
Bill Fulton:  Yes, we can canvass the whole list and see who is still interested in a job.
Camardo: That way we have extended an offer to everyone to see if there is an interest.
Murphy:  That would give us a more workable list.
Fulton: We know we would have 4 interested plus possibly people from the first group.
Murphy: In the mean time I can look into their background checks.
Brennan: We have the ability to remove people from the list.  John - would we have to do that in exec session?
John Rossi:  Yes, since you will be talking about a person’s background then it would have to be in exec. session.
Fulton: There is a procedure that you follow to get someone removed.
Brennan:  Give a copy of the procedure to Tom Murphy and John Rossi.
Camardo: I wouldn’t object if we need to have a special meeting.
Brennan: We don’t meet again until September. That is why we will order the exam and do these things now to see where we are.
Fulton:   We will not announce that we are having it yet.
Murphy:  We have some people retiring this summer & fall. The more cops is a fully funded program.
Futon: We will canvass the list for intent.
Brennan; So.. …we will canvass everyone, order the exam and get the procedures to disqualify to Murph & John Rossi.
Commis Hardy: We may still have to set up a special meeting for disqualifications.
Brennan: Yes, Get everyone the procedures so we know.

The discussion about clerical changes in the public works garage has been postponed until the budget passes.

·       Employee changes since 5/6/09
·       Upcoming schedule  - October 31st exam for Personnel Clerk has been changed by the state to October 3rd.

Next meeting Thursday September 3, 2009.
