Minutes –Meeting May 7, 2009 11:00 am
Commissioner John Brennan called the meeting to order at 11am.
Roll Call by Secretary Bill Fulton: Commissioner John Brennan, Commissioner John Camardo and Commissioner Jack Hardy. Also present HR Director Karen Green, Corporation Counsel John Rossi and Assistant Superintendent of Personnel for Auburn School District Jeff Pirizzolo
Approve minutes of meeting held on April 2, 2009. Commis. Camardo motion to approve. Hardy 2nd. Motion carried 3-0.

· Attached request from Assistant Superintendent for Personnel, Jeff Pirizzolo from the Auburn School District to reclassify the stenographer position to Personnel Clerk due to a vacated position. Commission to determine to order an open competitive or promotional exam.
Bill Fulton: What is happening is Lori Feeney has vacated this position. When the State came in and did the classification study it notes her position as stenographer to when she vacates to be reclassified. The school is requesting it be changed to a personnel clerk, which is an approved civil service title, they would like to change the min qualifications to have more personnel experience.
Commis. Camardo: What exactly is changed of the min qualification.
Jeff Pirizzolo: More personnel responsibilities, more confidentiality. This person is my sole person – she will open all my mail be involved in disciplines, evaluations and instances that are confidential in nature.
Fulton: Currently the min qualifications requires secretarial background. They are requesting personnel background
Commis Brennan: Will this create any problems with current staff?
Jeff: I have not heard of any. The position has been posted and people understand that is what we are looking for. If they meet the qualifications they can apply. I have had a few people apply.
Commis Camardo: motion to except the changes on the title and min qualification for personnel clerk.
Commis Hardy 2nd. Motion Carried 3-0.
Fulton: Will we be giving an open competitive or a promotional.
Jeff: We will not have any position to take a promotional exam
Commis Brennan: It will be Open Competitive.

Commis Camardo: Did Lori take a job within the district?
Jeff: No, She got a job at SUNY upstate, utilizing her HR degree.
Commis Brennan: Next up – Motion to approve Senior Custodian, open competitive and promotional exams eligible list #’s74-255 & 69-679.
Commis Camardo motioned to approve Commis Hardy 2nd. Both lists established May 7, 2009 for a min of 1 year maximum of 4.
Fulton: Addressing question to Jeff: I noticed in the proposed budget some positions were being eliminated.
Jeff: Mostly through attrition no layoffs at this point.
