Roll Call

Presentations and Proclamations  Mayor Carnicelli read a proclamation acknowledging School Board Recognition Week.  Michele Sedor Auburn School Board President accepted the Proclamation and spoke to thank the Mayor.

Police Chief Gary Giannotta and City Manager John Salomone called Sergeant Dan Emmi and Lieutenant Dave Del Favero forward to formally promote them.  Sgt. Emmi to Lieutenant and Lt. Del Favero to Captain.

Public Announcements  None.

City Manager Report  Mr. Salomone reported that this work session meeting and all future ones will be held in Council Chambers as opposed to the third floor training room.  This decision was made to accommodate a greater number of people attending meetings and to keep access to the building confined to one floor for better building security.

First Reading  Ordinances and Local Laws - None

Work Session
·       Financial Update  Mr. Salomone reviewed handout summarizing Financial Update as of Fiscal Year End 9/30/01.  Council discussed.
·       Status of Capital Projects  Mr. Salomone reviewed handout discussing the following:
o       Methane Gas
o       West Genesee Street Reconstruction
o       Pump Station
o       Greening of the Arterial
Council discussed.  Council voiced concern and frustration over the length of timeline for West Genesee Street reconstruction.  Bill Lupien, Engineering Services Superintendent answered questions.  It was agreed to invite C&S Engineers to a Council meeting to talk about the project.

Other Business

Council Resolution #164 of 2001 authorizing the City Manager to meet with, discuss, and negotiate reasonable accommodations for the County of Cayuga in an effort to assist the County in maintaining their current offices within the City of Auburn.  Motion by Councilor Dempsey, seconded by Councilor McNabb.  Vote: Mason, McNabb, Hunter, Dempsey, Carnicelli, all vote aye.

Mayor Carnicelli reported on suggestions that citizens have called in regarding Halloween celebration this year.

Mayor Carnicelli asked that changes to formal agenda for work session meeting be discussed at future meeting.

Second Public to be Heard
Mary Charles 26 Logan St. spoke to complain about political signs that are not in proper spots. She also talked about the mess she sees in downtown.
