Present: Councilors Mason, McNabb, Hunter, Dempsey and Mayor Carnicelli
Presentations and Proclamations Mayor Carnicelli read a proclamation declaring Saturday December 1, 2001 World Aids Day in Auburn. She introduced Michelle Sloan-Smith Case Manager for AIDS Community Resource in Cayuga County. Ms. Smith accepted proclamation, thanked council and spoke briefly.
Public Announcements Clerk read.
Presentation of Petitions and Communications Clerk read.
First Reading Ordinances and Local Laws The City Clerk read the following into the record:
· Ordinance #27 of 2001 authorizing amending Chapter 44 entitled “Streets and Public Places”.
· Ordinance #28 of 2001 authorizing an amendment to the City of Auburn Municipal Code creating Chapter 5, entitled “Equal Employment Opportunity.”
Work Session Business Improvement District
Mayor Carnicelli welcomes Ann Robson, President of the Auburn Downtown Partnership and Sandy Craner, Executive Director of the Auburn BID. Mrs. Robson speaks and introduces Ms. Craner.
Ms Craner comments included
· Reviewing the mission of the BID
· Focus of her first few weeks on the job -
· Development of communication with the City of Auburn Planning Office, Mayor and City Manager.
· Review of the Parking project and Synthesis plan.
· Getting feedback from BID members
· Efforts include developing marketing materials, a website, signage, press kits, a survey, along with business recruitment, addressing merchant concerns.
· Long range plans include creating events, filling restaurants and shops, revisiting façade guidelines, pursuing grants, filling second floors.
Mayor Carnicelli commented and thanked Ms. Craner.
Other Business
Councilor Dempsey reported on the presentation he attended on the Carousel Mall expansion that will be called DestiNY USA. He explained the scope of the project and its potential positive impact on tourism business in the surrounding small cities like Auburn.
Acting City Manager Tom Leone introduced John Komarisky, member of the Cayuga County Fire and Multi Agency Training Center Advisory Committee. They then reviewed the County s plans and the City s role in the Fire and Multi Training Facility on Quarry Road so that council is prepared to vote next week on a resolution reaffirming the city s commitment to the facility.
Public to be Heard
Grace Gentlecore 200 State St. spoke to complain about city plows that come by her property after she shovels snow causing snow to build up on the sidewalk.

Motion to adjourn to Executive Session Mason/McNabb to discuss the potential sale of city owned property and the employment history of a particular person. Meeting began at 5:55PM, ending at 7:00PM.
