Acting Mayor Thomas McNabb called the meeting to order.
The City Clerk called the Roll: Councilor Graney, McNabb, Smith, Brower, present. Mayor Quill, absent.
Staff Members Present: Staff Members: City Manager, Mark Palesh, John Rossi, Corporation Counsel, Debra McCormick City Clerk, Chief of Police Gary Giannotta, Chief Hammon, Crystal Purcell Program Manager, Planning, Jenny Haines, Planning Director
Pledge of Allegiance to the Flag – Acting Mayor McNabb led the pledge and asked for a moment of silence.
Public to be heard
Andrew Cusack, 5 Norman Ave. spoke to inquire about cable television negotiations.
Alice Belliner 249 E. Genesee St. asked when books to review assessments would be available.

City Manager’s Report – Mark Palesh reported on the status of negotiations with Time Warner and Verizon. He announced that 2nd day of running the cogeneration test phase was going well. He reported that the 2010-11 City Budget process would begin in a week or so.

- Council Resolution #11 of 2010 Council authorizing adoption of the City of Auburn’s Comprehensive Plan: Building a Sustainable Auburn (December 2009). VOTE: Councilors Graney, McNabb, Smith, Brower, aye Mayor Quill absent. CARRIED.
- Council Resolution #12 of 2010 Council authorizing the City to apply for a Local Government Records Management Improvement Fund Grant. VOTE: Councilors Graney, McNabb, Smith, Brower, aye Mayor Quill absent. CARRIED
- Public Hearing Resolution #13 of 2010 authorizing a Public Hearing for the Community Development Block Grant. VOTE: Councilors Graney, McNabb, Smith, Brower, aye Mayor Quill absent. CARRIED

Other Business – Councilor Brower asked Council for dates they would be available to hold special meetings for discussions of various topics that they have agreed on.
