Ensuring Responsible Spending of Recovery Act Funds

Funding available under the Recovery Act has clear purposes – to stimulate the economy through measures that modernize the Nation’s infrastructure, improve energy efficiency, and expand educational opportunities and access to health care. HUD strongly urges grantees to use CDBG-R funds for hard development costs associated with infrastructure activities that provide basic services to residents or activities that promote energy efficiency and conservation through rehabilitation or retrofitting of existing buildings.  While the full range of CDBG activities is available to grantees, the Department strongly suggests that grantees incorporate consideration of the public perception of the intent of the Recovery Act in identifying and selecting projects for CDBG-R funding.

A.  Spreadsheet for Reporting Proposed CDBG-R Activities

Grantees must provide information concerning CDBG-R assisted activities in an electronic spreadsheet provided by HUD.  The information that must be reported in the spreadsheet includes activity name, activity description, CDBG-R dollar amount budgeted, eligibility category, national objective citation, additional Recovery Act funds for the activity received from other programs, and total activity budget.

Neighborhood Sidewalk Replacement Program
The City has been allocating funds for a neighborhood sidewalk program since before the City became an entitlement community.  The program targets sidewalks in need of replacement in low to moderate-income neighborhoods, as defined by census data.  The City intends to target sidewalks in need of replacement located in census tracts 418 and 419, which are located in the southwestern portion of the City of Auburn.  Sidewalks will be replaced on a comprehensive basis in eligible neighborhoods within these two census tracts.

Neighborhood Sidewalk Replacement Program

Activity Narrative:  
In addition to the Spreadsheet for Reporting Proposed CDBG-R Activities, grantees must provide a narrative for each activity describing how the use of the grantee’s CDBG-R funds will meet the requirements of Title XII of Division A and Section 1602 of ARRA.  The grantee’s narrative must also state how CDBG-R funds will be used in a manner that maximizes job creation and economic benefit in relation to the CDBG-R funds obligated, and will address the Recovery Act, by:

The City has been allocating funds for a neighborhood sidewalk program since before the City became an entitlement community.  The program targets sidewalks in need of replacement in low to moderate-income neighborhoods, as defined by census data.    

The City intends to target sidewalks in need of replacement located in census tracts 418 and 419, which are located in the southwestern portion of the City of Auburn.  Sidewalks will be replaced on a comprehensive basis in eligible neighborhoods within these two census tracts.

As done with the City’s Annual Action Plans, the City of Auburn will continue to implement the replacement of sidewalks that are in poor condition as determined by the Engineering Staff.  These funds will not be used for the reimbursement of special assessments taken by owners as part of the City of Auburn’s Revolving Loan Sidewalk Program, funded by the City’s General Fund.

This infrastructure activity was given priority for CDBG-R funds because the City is able to expend the funds quickly in accordance with the requirement that the projects be funded within 120 days of grant agreement.  This project is ready to be advertised for bids as soon as the grant agreement is executed.

Employment Benefit:
It is estimated that fourteen private jobs will be needed to deliver this project.  There will likely be five private companies that will be used, along with City staff, to assist in the delivery of this project. The City of Auburn projects the following number of jobs per type of business:

C.  Public Comment

Provide a summary of public comments received to the proposed CDBG-R Substantial Amendment.

A Public Hearing is scheduled for May 28th at 4:30pm.  It will be held during a regular meeting of City Council in Council Chambers at Memorial City Hall, 24 South Street, Auburn.  Council Chambers is accessible to people with disabilities.  

A 7-day public comment period began on May 22nd.  The Notice and Draft of the Substantial Amendment was posted on the City’s website at http://ci.auburn.ny.us/.
